Washington Victim Information and Notification Everyday (WA VINE)
Our History
The Washington Victim Information and Notification Everyday (WA VINE) system is operated by the Washington Association of Sheriffs and Police Chiefs (WASPC) as directed by RCW 36.28A.040 and RCW 36.28A.410. WA VINE is part of the VINE national platform.
The primary focus of WA VINE is to provide information and notification about offender custody and protective order status updates to victims of crime and protected parties. WA VINE is an open system, meaning anyone may register for notification. There is no cost for users to register for notification.
Agencies contributing to WA VINE include:
- All City & County Jails
- Washington Department of Corrections
- Nisqually Tribal Jail
- The Administrative Office of the Courts (on behalf of Thurston County Superior Court)
- Washington State Patrol

Offender Custody Information
WA VINE provides offender custody status information as well as automated custody status notifications for registrants. WA VINE does not provide court or case related information and WA VINE does not provide sex offender notifications. Registration for offender custody status notifications does not automatically register users for protection order notifications.
WA VINE provides custody status information through a series of individualized interfaces with each participating correctional facility in the State of Washington that houses offenders overnight. WA VINE does not provide Juvenile Rehabilitation, Juvenile Detention or non-participating tribal jail information. Every fifteen (15) to thirty (30) minutes, WA VINE receives data from each agency. Data is utilized to provide updated custody status information for WA VINE, and to provide custody status notifications to those who register. If a jail or prison does not provide updated custody status information to WA VINE, a notification cannot be provided to those who have registered. WA VINE does not provide advance release information or notifications. All information and notifications will be provided upon receipt of data from each facility. Notifications provided include:

Protective Order Information – CURRENTLY OFFLINE
WA VINE provides protective order information as well as automated custody status notifications for those who choose to register. Registration for a protective order notification and custody status notification are separate processes and registrations will not link between the two functions of VINE.
In Washington State, WA VINE receives protective order data from the Washington State Patrol. Data is received hourly and requires a law enforcement professional to enter the data into the Washington Crime Information Center (WACIC) database. Protective Order information and notification is available for protective orders issued in accordance with the following state statutes:

The VINE Protective Order (WA VPO) system is a free and confidential service that allows petitioners to register for notification when a protective order of any type has been served by law enforcement. WA VPO provides the following notifications:

In Washington State, the process to obtain a protective order and register for notification includes multiple steps. First, the petitioner must file for a protective order in the court of law, and the protective order must be granted by the court. Second, the court of issuance must transmit the court ordered protective order to the local law enforcement agency for entry and service. Third, the local law enforcement agency must enter the order into WACIC, serve the order upon the respondent, and enter service information into WACIC. Once the order has been entered into WACIC, petitioners and protected parties may access WA VINE to register for notification. Once the order has been served upon the respondent, the respondent may access WA VINE to register for notification. WA VINE will provide notifications to registered individuals when relevant data is received from WACIC regarding the specific protective order.
Thurston County Superior Court Pilot Project - Pending Implementation
WASPC is in the final stages of implementing a pilot project with the Thurston County Superior Court. This project was made possible with the support of Byrne Jag Grant Funds, the commitment and participation of the Thurston County Superior Court, partnership with the Administrative Office of the Courts, and the support and efforts of our partners at VINE.
The Thurston County Superior Court pilot project is expected to demonstrate the benefit of a direct data interface with the Administrative Office of the Courts, allowing for timely and more accurate data transmission. Secondarily, this pilot project is expected to demonstrate the benefit of investment in enhanced services Washington VINE Protective Order (WA VPO) provides to the community.
The Thurston County Superior Court pilot project will provide the following notifications, as outlined in RCW 7.105.105, to those individuals registered to be notified in regard to a protective order issued by the Thurston County Superior Court:
- Registration Confirmation
- Protective Order Issued/Denied
- Protective Order Terminated
- Protective Order Transmitted to Law Enforcement
- Return of Service Filed with the Court
- Receipt of Firearm Surrender/Declaration of Non-Surrender
- Motion to Release Firearms
- Hearing Reminder - 3 and 7 days in advance of the hearing
- Hearing Stricken (canceled)
- Hearing Continued (rescheduled)
- Protective Order Status Unknown
- Protective Order Expiration Reminder
- Final Order - 1, 30 and 90 days in advance of expiration

Exemption from Public Disclosure
Information stored in the WA VINE system is exempt from public disclosure under RCW 36.28A.455. All registrant information is protected and cannot be disclosed to the public. An offender, respondent or any other community member will not be informed that someone has registered to be notified about a protective order or custody status.
Important Notice!
WA VINE and WA VPO utilize notification delays and phone call suppression timeframes. These standards have been implemented to ensure the safety of custody staff and to promote a system that is not a nuisance through the overnight hours. Below is a list of delays and suppression timeframes for your awareness:
- Transfer notifications are delayed 4-8 hours, depending on the type of facility the offender was housed at.
- Death notifications are delayed 24 hours from the time WA VINE receives data.
- Non-Urgent notifications are suppressed from the hours of 9p, through 8am (Pacific Standard Time) daily. Release and Escape notifications are never suppressed.

- WA VINE should be a part of a safety plan, not the entire safety plan.
