WASPC has been involved in a Regional Jail Initiative for some time, hiring a jail consultant, Bruce Kuennen, in January 2005. Between February and July 2005 he visited every city and county jail in the state, gathering basic information about the use of the existing jails. In November, he wrote the following reports:
