Collection of jail data began with the Washington State Corrections Standards Board in 1982. The Corrections Standards Board was disbanded by legislative mandate on December 31, 1987, with provision that jail data collection would continue. Subsequently, a contract was negotiated between the Washington Association of Sheriffs and Police Chiefs (WASPC) and the Office of Financial Management to have WASPC continue collecting jail statistics. This contract went into effect on April 15, 1988.

In 2005, the Jail Booking and Reporting System (JBRS) was implemented to electronically collect information about specific offenders who are booked into local jails as well as jail management information that will provide summary data about jail populations, costs, and operations.
